Search for dog friendly beaches in the UAE and you will find plenty of lists. Unfortunately, many of them repeat the same places without checking whether dogs are actually permitted on the beach.
A cafe allowing dogs on its terrace does not mean dogs can go onto the sand. A dog friendly hotel does not necessarily have a dog friendly beach. And seeing other people walking dogs somewhere does not make it legal.
So, we checked government legislation, tourism authorities and the current policies of individual beach operators. The result is a much shorter list than you might expect.

Important: being allowed onto a beach does not automatically mean a dog is allowed off the lead. Federal law requires dogs outside their usual place of keeping to be properly controlled on a lead.

Are dogs allowed on beaches in Dubai?
Generally, no.
Dubai's published public health legislation is surprisingly clear. Article 80 of Dubai Local Order No. 11 of 2003 states that dogs are prohibited from beaches and public parks and must be kept on a collar and lead when in a public place.

That means it is incorrect to describe Dubai beaches generally as dog friendly. There is, however, one very significant exception in practice.
Dubai Islands Beach
Status: Officially promoted as dog friendly
Dubai Islands Beach is the strongest answer to the question, "Where can I actually take my dog to a beach in Dubai?" Nakheel, the developer and operator, announced Dubai Islands Beach as the first family beach in Dubai where dogs are permitted to swim.
Dubai's official tourism website promotes the beach for visitors with dogs as well, and Visit Dubai has described it as Dubai's first fully pet friendly beach.

But there is an unusual legal wrinkle
The older Dubai Local Order containing the general prohibition on dogs at beaches is still published on Dubai's official legislation website. At the same time, both the official tourism authority and the operator explicitly promote Dubai Islands Beach as a place for dogs, including swimming.
Dubai's newer Public Health Law No. 5 of 2025 gives the relevant authorities the power to establish conditions for animals in public places and to designate places where animals are prohibited.

We could not find a separately published legal instrument specifically saying, in effect, "Dubai Islands Beach is exempt from Article 80". So the accurate way to describe the situation is:
Dubai Islands Beach is officially promoted by Dubai's tourism authority and its operator as a dog friendly beach, despite Dubai's older published legislation containing a general prohibition on dogs at beaches.
That is considerably stronger evidence than somebody posting a picture of a dog on Instagram, but it is worth knowing about the legislative wording. Irrespective of what you may see other owners doing, the UAE wide lead requirement still applies.
Is Palm West Beach dog friendly?
This is one of the places that regularly appears on dog friendly Dubai lists. We would not describe Palm West Beach as a legally confirmed dog beach.
There is an important difference between dogs being permitted around pet friendly restaurants or promenade areas and dogs being permitted on the actual beach. Given Dubai's general prohibition on dogs at beaches, we would want explicit confirmation from the beach operator or authority before telling readers that dogs are permitted on the sand.
At the time of this update, we could not find primary documentation equivalent to that available for Dubai Islands Beach. Promenade or individual venue permission may exist; beach permission is not sufficiently verified for us to recommend it as a dog beach.
Is Kite Beach in Dubai dog friendly?
No verified exception was found for Dubai's Kite Beach. This is particularly confusing because there is another venue called Kite Beach Center in Umm Al Quwain, which really does accommodate dogs. They are not the same place.
Dubai's general beach restriction applies unless a specific exception or operator policy says otherwise. Dubai Islands Beach has that official backing. Dubai Kite Beach does not appear to.
Dog friendly beaches in Ras Al Khaimah
Ras Al Khaimah is much easier. The Ras Al Khaimah Tourism Development Authority maintains an official pet friendly guide which actually includes public beaches.

Al Jazeerah Beach
Status: Government tourism authority confirmed
Al Jazeerah Beach is specifically included by Ras Al Khaimah Tourism under its public beaches and pet care section. That makes it one of the clearest examples of a genuinely pet friendly public beach in the UAE.
The tourism authority does not separately state that dogs have an unrestricted right to enter the water, so we would not turn that into a claim that dogs are officially permitted to swim off lead. Federal lead rules still apply.
Flamingo Beach
Status: Government tourism authority confirmed
Flamingo Beach is another public beach explicitly listed by Ras Al Khaimah Tourism. In this case, the authority goes further and specifically says dogs must be kept on a lead. This is exactly the kind of primary source confirmation that is missing for many supposedly dog friendly beaches elsewhere in the UAE.
Banan Beach in Ras Al Khaimah
Status: Private beach with operator confirmed pet access
Banan Beach is different from Al Jazeerah and Flamingo because it is a private hospitality venue rather than an ordinary public beach. Its current pet policy allows pets in designated areas including its beach areas. Dogs must remain restrained when outside the guest accommodation.

This makes Banan Beach a legitimate option, but permission comes from the private operator. If you are planning to visit without staying overnight, confirm the current day visitor pet rules first. A hotel's pet policy does not necessarily mean every type of day ticket includes dog access.
Dog friendly beaches in Umm Al Quwain
Umm Al Quwain has some of the UAE's best known private options for dog owners. The distinction here is that these are managed beach venues, rather than evidence that dogs are generally permitted on every public beach in Umm Al Quwain.
Kite Beach Center Umm Al Quwain
Status: Private beach with specific dog access
Kite Beach Center in Umm Al Quwain should not be confused with Kite Beach in Dubai. Current ticketing for Kite Beach Center specifically includes beach access with a pet dog, including a separate dog admission option.

Prices, admission days and booking conditions change, so check the current terms before travelling rather than relying on an old blog post. The important part is that this is not simply a beach where owners commonly take dogs. The venue actually provides for dog admission.
Vida Beach Resort Umm Al Quwain
Status: Private resort with a designated pet friendly beach area
Vida Beach Resort Umm Al Quwain is explicitly pet friendly, and the resort's own amenities information includes a pet friendly beach corner and a dedicated beach zone for guests staying under its pet policy.

The resort applies conditions including limits on the number and size of pets, designated pet friendly rooms and use of a lead outside the room. This therefore should not be interpreted as an unrestricted public beach. It is a dog friendly beach facility provided by the resort.
Are dogs allowed on beaches in Abu Dhabi?
For ordinary public beaches, the answer is no based on the official material we found.
Abu Dhabi City Municipality has published animal control guidance stating that pets are prohibited in public places including beaches, enclosed parks, shopping centres and enclosed facilities. It separately notes that pets may be permitted on certain tracks adjacent to beaches and parks.

This distinction matters. Being able to walk a dog on a permitted path next to a beach does not mean the dog can be taken onto the beach.
Didn't Abu Dhabi recently become more pet friendly?
Yes, but this has sometimes been overstated. In 2025 Abu Dhabi amended its regulations to allow licensed hotels, restaurants and similar tourism establishments to admit companion animals in designated areas where the relevant requirements are met.

That change makes it easier for individual hotels and hospitality venues to become pet friendly. It does not turn Abu Dhabi's public beaches into dog beaches. So we would not currently recommend Corniche Beach, Saadiyat's public beaches or other Abu Dhabi public beaches as places to take a dog onto the sand unless the operator of a particular private facility explicitly confirms a designated dog area.
Dog friendly beaches in Fujairah
Fujairah is another emirate where online guides often confuse beaches where dogs have been seen with beaches where dogs are officially permitted. We could not verify a general public dog beach in Fujairah from an appropriate government or beach authority source.
Radisson Blu Resort Fujairah
Status: Private resort dog beach zone
Radisson Blu Resort Fujairah officially identifies itself as pet friendly and tells guests to contact the resort for the applicable pet conditions. Its current accommodation policy additionally identifies a dog friendly beach zone alongside its other pet facilities.

Because this is private resort property, confirm the current pet package or booking conditions before arriving. We would not extend this to mean that nearby Al Aqah or other Fujairah public beaches permit dogs.
What about Ajman?
Ajman is a good example of why this subject becomes confusing online. Ajman Corniche and Al Zorah are repeatedly suggested in blogs and social media discussions as places where people walk dogs. But that is not enough for us to call either location an officially dog friendly beach.
Ajman's authorities provide a formal system for registering and licensing pets, but a pet licence itself does not create permission to take a dog onto a particular beach.

Until an appropriate Ajman authority or the operator of a specific beach publishes clear permission, we would classify these locations as unverified rather than dog friendly. That does not necessarily mean nobody takes dogs there. It means we cannot give readers reliable primary evidence that dogs are permitted on the beach.
What about Sharjah?
We have the same problem in Sharjah. Several websites name Sharjah beaches as dog friendly, but we could not locate a current government or beach operator source explicitly designating a public Sharjah beach for dogs.
For that reason, we would not currently publish Al Khan Beach, Al Heera Beach or other public Sharjah beaches as verified dog beaches. If the rules change or an operator publishes an explicit pet policy, this guide should be updated.
UAE law still applies at dog friendly beaches
A beach operator saying "dogs welcome" does not remove the normal responsibilities of owning a dog in the UAE. Federal Law No. 22 of 2016 regulates dog ownership across the country. Among other requirements, the law requires a dog to be licensed by the competent authority and requires dogs outside their normal place of keeping to be controlled using an appropriate collar and lead.

This is why we would not advise letting a dog run off lead simply because a beach website or social media account describes an area as pet friendly. Federal legislation provides substantial penalties for breaches of the dog licensing and control requirements.
In Dubai, owners must also remove pet waste from public places. The published violation schedule lists a AED 500 fine for failing to do so.

What about banned or restricted dog breeds?
Beach permission does not override restrictions applying to particular breeds or animals. The UAE's federal legislation contains separate rules governing dangerous animals and specifies dog breeds subject to restrictions. Anyone travelling with a restricted breed should therefore check the federal legislation and the relevant emirate's requirements before relying on a beach's pet policy.

Why do so many UAE dog beach lists disagree?
Usually because three completely different situations get mixed together:
1. Official permission
A government authority or competent beach operator explicitly says dogs are allowed. Dubai Islands Beach, Al Jazeerah Beach and Flamingo Beach fall into this category.
2. Permission from a private venue
A hotel, resort or private beach allows dogs on part of its property. Vida Beach Resort, Banan Beach, Kite Beach Center UAQ and Radisson Blu Fujairah fit here.
3. Tolerated or unenforced use
People regularly take dogs somewhere and report having no problems. This is the source of many recommendations for Ajman, Sharjah, Al Aqah and several Dubai beaches. The third category is not the same thing as being allowed. Rules can also be enforced differently from one day to another. A security guard ignoring a dog last Saturday is not a legal source.
So which UAE beach should you choose with a dog?
If you want the least ambiguity, these are the options we would currently choose:
- In Dubai: Dubai Islands Beach.
- For a public beach: Al Jazeerah Beach or Flamingo Beach in Ras Al Khaimah.
- For a private beach day: Kite Beach Center in Umm Al Quwain, subject to its current admission rules.
- For a pet friendly resort stay: Vida Beach Resort Umm Al Quwain, Banan Beach in Ras Al Khaimah or Radisson Blu Resort Fujairah, subject to each property's current pet policy.
For Abu Dhabi, Ajman and Sharjah, we would not currently send somebody to an ordinary public beach with a dog based purely on the information available online.

The bottom line
There are beaches in the UAE where you can genuinely take a dog, but the list is much smaller than most online guides suggest. The most defensible options based on current primary sources are Dubai Islands Beach, Al Jazeerah Beach and Flamingo Beach, plus several private beach operators and resorts that explicitly provide dog access.
If a beach is absent from this article, that does not necessarily mean a dog has never been allowed there. It means we could not find enough authoritative evidence to tell somebody, with confidence, that dogs are actually permitted on the beach.
And for something that can result in being refused entry or fined, "other people do it" is not quite good enough.
